The Joint Leadership Council of Veterans Service Organizations provides a vehicle for veterans service organizations to collaborate with the Department of Veterans Services on meeting the needs of Virginia's veterans. The Joint Leadership Council is open to one representative from each qualifying veterans service organization in Virginia that chooses to participate. Additional organizations will be added as certification documents are submitted. All veterans organizations are encouraged to join this initiative to support Virginia's veterans and their families, by contacting the Secretary of the Commonwealth.

2011-2012 JLC Initiatives

In Executive Order 29 (EO29), Governor McDonnell directed the Joint Leadership Council of Veterans Service Organizations (the JLC) to propose legislation to be considered by the Governor for introduction in the 2012 General Assembly. The JLC submitted its recommendations on July 13, 2011.  Below is a summary of the actions proposed by Governor McDonnell as part of his Veterans and Military Initiatives for the 2012 General Assembly.

1. Veterans Designation on Virginia Driver’s License: Provide a simple, ready means of identification of veterans status for Virginia’s veterans by creating a Virginia Veterans ID Card.
   Supported by Governor McDonnell. Under development by DMV. Target rollout is Memorial Day, 2012.
   
2. Unclaimed Cremated Remains of Veterans: Facilitate the honorable burial of the unclaimed cremated remains (cremains) of Virginia veterans in a state veterans cemetery by requiring funeral homes to provide the names of unclaimed cremains to the Department of Veterans Services (DVS). DVS will screen the names to determine eligibility for burial in a state veterans cemetery.
   Supported by Governor McDonnell. Patrons: Delegates Anderson/Stolle (HB1056); Senators Reeves/Puller (SB433)
   
3. Sales and Use Tax Exemption for Veterans Service Organizations: Recognize the community service and philanthropic contributions of Virginia’s Veterans Service Organizations (VSOs) by establishing an exemption for VSOs from state and local Sales or Use Taxes.
   Not supported by Governor McDonnell. No further action pending.
   
4. Homeless Veterans: Reduce and prevent veterans homelessness in Virginia by implementing as many strategies identified in the Joint Legislative Audit and Review Commission (JLARC) 2010 study as state fiscal resources will allow.
   Governor McDonnell’s introduced budget includes $197,018 and two Homeless Veterans Coordinator positions.
